If that is what you are buying, it comes with all the basic cooling that you need.
Unless you are planing on overclocking, then I would have futher recomendations.

water for major o/c, air for just a little.
yes, but i am trying to figure out what you are wanting to do with it.
for just minor overclocking you could even just stay with the stock heatsink and fan, just make sure you have your temp settings on the mother board set to a resonable rate so that you don't fry the chip and ruin the mobo.
The next step would be just a better air cooled system. And if you want to go a step up from that and try to overclock your cpu to about 2.5 on up, i'd recomend water cooling.
Up to 2.2 -2.3 I don't see any problems.
Just set the temp. sensor on the motherboard to shut down the system if it starts running too hot. You could fry the thing. If your motherboard doesn't have a temp. sensor I wouldn't try overclocking at all. It's really a must, check you bios if your not sure.
Get the 2500 not the 3000 and save yourself $65. You can OC it just as easily, but you may have to raise vcore to get it stable, and that will make it run a little hotter but it shouldn't be that much of a problem.
