Some Weird Taxi Movie

I remember a while back i saw a movie where stories would change. A taxi driver was in new york, thenn it shows a wall with clocks with different cities on them ( france, russia, new york).

i remmeber one story was a blind women with a cane, the cab crashed two people argued and she walked off.
