Might be worth using Flash MX itself for a Flash banner, combined with Photoshop for the banner image.
Combined with the Flash Bible you should be able to look up the relevant sections and get the results you're looking for pretty easily.

really good with ad banners for websites.
I use it for animated gifs over photoshop even.
