Picture Would Freeze When Encoding Svc To Vcd

I've had this problem for months now.Whenever I try to encode an svcd movie to vcd using tmpgenc,i could always encode only one of the cd sucessfully,when i try to encode the other cd ,the picture would always freeze.Sometimes i can't even encode both cds to vcd.And I think I have all the required tools for encoding svcd to vcd.I've followed guides but to no avail. Csan anyone plz help?
