As said above, VideoLan will play any video file that is playable.
However, being in bin format it is a image file. It should be burned to a cd. You will need to burn the bin file, by loading the cue into the burning program.... just don't burn the bin by its self. It won't work.
If you have no cue file with the download, and you want a video file that will play using and standard player program and not VideoLan. You could always use IsoBuster, telling it to exact all video and sound for the bin. You will end up with a Mpeg 1 file.
