you need the CC's for deaf people specifically, or just the plain subtitles?
try this. http://zuggy.wz.cz/
it may take some patience to convert the subtitles to plain text, though, 'cause they are actually pictures and you have to help the program translate it into text.
it might just be easier to google for sites that already have subtitle text files for your particular movie. search "download subtitles" or something.

Does this work with Closed Captioning or subtitle?

that one was for subtitles. they're nearly the same thing, anyway?
