That is completely untrue.
A casual perusal of the watercooling section at OCforums will show that to build a water system that competes with a highend air configuration requires at least as many if not more fans.
It is not unusual to see radiators with 4x 120mm fans...effective, but definitely NOT quiet.
If silence is the primary goal, then a passive solution ( say, the Zalman Reserator) can be used, but your cooling performance will take a hit.

Watercooling being silent is a total myth.
