    I keep seeing some avatars that look something like this:

    What program is used to make this? Also some avatars have static lines animated through them making a "fuzzy tv" like look.

    I've been using Adobe CS and Adobe Elements to make animated Gifs but those are just still pictures arranged so that they repeat like this:

    What program are they using to make that?

    it's like you've been doing but you can set how long each image is there for so that they can change before your eyes and it seems animated.
    then on each frame just slightly alter the picture.

    Animation Factory is good app but usually people get thier animated images readymade like they copy it from sites,

    I acutally found what program was used. It was the Gif X filter plugin (by Ulead) for Adobe Photoshop/Paint Shop Pro, etc.

    It's terribly simple

    I use fireworks to do mine.

    For the skull example, all they did really was add a border/glow to the letters and graphic, and change the color a bit in each frame.

    There is a crack in everything.
    That's how the light gets in.
