I'm just lazy and use Flash to import the movie, size it, cut out frames and save as an animated GIF.

No it's not, you have to do that when making any animated gif!

If you're using flash make sure to import the file as a movie clip and then you resize all frames in one go instead of having to do it frame by frame.

yeah, go with animation shop 3, you can just select a frame range.
