No that Cloth is definetly not supposed to be there
especially for a public(eternal-allwheather) sculpture like that.
and it cant be for the so called unveiling (shudders) - cause you would never unveil a nature tree sculpt when theres no leaves etc
and it if it was just banal graffititi they wouldve just left it open then cleaned it off
it must be some really serious hardcore statement under there.
