Below is a list of NTL Proxy servers. I am not sure if anyone can use them or just NTL customers. Maybe someone would like to give it a try and let me know.
A proxy basically hides you from the net. So your questions are sent via the proxy and the reply is sent via the proxy. It is really easy to set one up.
Right click on Explorer on the desktop and select properties.
Select the connection tab
Press the LAN settings button.
Select use a proxy server and paste the address into the address space. I just leave the port blank, but I'm told 8080 is a setting that works.
You will now access the net via that proxy.
Here is the NTL List

Leave out the bit in brackets, that's just some info about the location.
If you want to test it try Steve Gibson's excellent site, and get it to probe your ports. This will tell you what IP you are connecting from, in some cases it will identify that you are using a proxy and tell you more about them.
https://grc.com/
Try it with the proxy on and off and you will see the difference.
Some sites will not let proxies in. If that is the case then you can just change the Lan setting as above. However Proxy Pal, an excellent free program will switch the proxy on and off for you. It is a button in you Explore Toolbar and it works a treat.
You don't even have to reboot explorer, simply switch the proxy on or off and refresh the page. I have tried this at an ftp which only allows one connection at a time and happily had two running. It's also freeware, unless I am very much mistaken.
It really does make sense to think about this. Places like ES5 are advertising themselves as being more secure because they use proxies to connect. You can set it up yourself quite easily.

This is the page on the Freeware site where you can get ProxyPal (and other things).
ProxyPal is excellent, as described in the thread starter. It is small, simple to set up and works a treat. It's one of those things you wonder how you did without, with a click of a button proxy on - proxy off (is that the Karate Kid ?)

Cool! I've never had experience using a proxy server before, but I may give it a try. I'm not so sure that NTL would make proxies publicly available to non-NTL subscribers though
, but this has free proxies as well.
Edit: None of the above servers are near my location, anyone know of one near SE England, in Kent?
Who is your ISP I think AOL provide proxy servers also.
