load your page in Dreamweaver or Namo
Mark the Image or ext you want linked
in the menu bar there is a "Create Hyperlink" button looks like a chain
or
right clik the image - the text you want linked
clik on "Create Hyperlink"
fill in the adress where you want the link to go

Your website on your ISP would be something like hxxp://members.yourisp.com/username/index.html although you could get a redirect shortened url somewhere like http://www.cjb.net/ and http://www.dot.tk/vc00802.html#free which are a couple of many and use your shortened url to point to that long one at your ISP which in my opinion is a better place to host web pages if you have access. As for uploading your files you could do it with IE by accessing your ftp space once activated at fxp://members.yourisp.com/username/, call your ISP and ask for the specifics or you could use an ftp program which is generally better like SmartFTP which is what I use...
You should learn how to program in HTML
It's very easy, and it will HUGELY help you.
There's a zillion sites on HTML, just google for them.
There are too many things need to do for making a website.
