RF, how does one not have internet access?

All you need is a phone jack. Do you mean she doesn't have a computer or the money to pay for said service.

It just seems odd to phrase it as "access", as every house in America can access the internet via the phone line.

Its not her flat.. she does have a PC..

However; siince she works long hours, and sleeps when she gets home.. I guess she's just decided that its not worth it for 56K, and her exchange may not be updated to handle broadband..

She just tells me she has no internet access

That's what I thought.

Tell that girl to go to college for me. It is delayed gratification to be sure, but ultimately the only way one can control ones financial destiny unless they are extremely lucky or get a nice inheritence.
