Yea the version on FastTracker is fully working. I have it myself. He prolly means its now a full scene release because u just download the Half LIfe 2 folder instead of the .iso.

wat singa said, but HL2 is highly optimized (unlike D3), so it can run on a very low end PC (by todays' standards, you can play it nice and smoothly w/ a 1.2 ghz).
