Johnette Napolitano.
I won't say she's the greatest rock singer ever or anything, but she never gets mentioned in any vocalist conversations. Any fans of Concrete Blonde would likely agree that she would be right up there with Janis Joplin and Grace Slick as far as truly passionate, powerful ,and possessing a voice that just penetrates the soul kind of singers. Someone here has to be a big Concrete Blonde fan other than just me....right?
Show some of that old fashoined Musicworld love to Johnette!
But if I had to pick the greatest rock frontman/woman ever I'd have to go with Jim Morrison.

Bruce Dickinson, David Coverdale, Graham Bonnet, Ian Gillan & Brian Connolly all had great rock singing voices but Freddie Mercury's was supreme.
