Not a good idea to use JAVA these days.
Windows XP was not shipped with JVM, thus Java items in web pages won't show up for XP users, unless they have downloaded a 3rd party Java plug-in.
You could use a very simple javascript that would work in a lot more browsers to get that effect, by swapping the images on mouse over and mouse out.
Try getting Dreamweaver MX, it'll make your life much easier.

yes i have XP and it works fine now...

Yes. So you don't see the menu as you should, do you?
It's extremely likely that you have, in fact, downloaded a java plug-in somewhere along on the line.
