Is there such a thing?

I was curious.. Is there such a program that EFFICIENTLY tweaks ones (Cable)COnnection?

What I mean is.. It like auto detects your speed/ etc... and tweaks automatically.. Rather than havign you select whether your cable speed is up to 512kb or above it or etc...

Because my settings are all changed so i can't determine my initial speed... Oh yeah I use TuneUp Utilities as my tweaker atm..

But I was wondering if there is another program taht does it effiecintly?

Because I tried that already and ti didn't really help me at all =/
