It was invented in 1916 by George Jung, a LA noodlemaker. 
I only heard this one, so it's a guess. :-"

So you thought Fortune Cookies came from China?
Wrong! They originated right here in San Francisco.
Fortune cookies are widely believed to be the invention of Makota Hagiwara, manager of Golden Gate Park's Japanese Tea Garden in 1909
