Could always try setting the size to it's minimum of 0.

Go to Internet Options > Temp Internet Files > Settings

This is if you're using IE

Has to be between 1 and whatever

It's because im using a download manager, and everything gets chucked to my temp internet files folder aswell as download folder. And when temp gets a few files in, download speed decreases.

maybe the temp folder should be bigger then so it doesn't have to push things out all the time

Good idea, but it's already at 32GB, and no difference.

well your browser need to store some files to disk to view them in your browser
try this if you use IE <cough cough>
    "tools>internet options>advanced tab>security"
enable "empty temporary internet files folder when browser is closed"

    mozilla/filefox has simular settings
