Logging users IP addresses and have the tracker record their activity is about the only way to do it. Good sites like elitetorrents, filelist, 123torrents do this, and kick users with persistently low up/down ratios.
But it is simple mathematics that if anyone is going to have a ratio greater than 1.000 then some people must have a ratio less than 1.000, if everyone had a ratio greater than 1 then you are uploading to nowhere which is just a waste of bandwidth.
