    UK Online have announced that they are blocking ports 25, 80, 8080 and 3128.

    Now I know that 80 is used for web server....correct?

    If I use Apache Web Server, can I set it to run from another port? And if I can, will UK Online be able to see?

    Yes, and yes (if they decide to check the traffic going to your IP address).
