Norton Av 2003 Pro Error

My norton av i downloaded 100% working (it works before) , but after the installation, click on next dun work in the information wizard ( the popups u got after restarted ur computer) . i view the config files and everthing in the screen is uncheck. Of couse i try to check it, but it just won't work

the only clickable thing are the 'x' (close)........

Any solution 4 this or any1 recommend me better av, wondering if Panda is good??
