Today I installed an itake fan i think it may be adding to some of the vibration... Im thinking of buying the antec pc noise killer kit that comes with 3 silicone gaskets. 2 for 80 mm fans, in my case the intake/exhaust and a PSU gasket.
I tried those "noisekiller" kits and was not at all impressed.
It won't hurt, but if your fans are so unbalanced that they actually vibrate the whole case, they won't help much either.

im guessing the hard drive tray will have some sort of top touching the bottom of the cd drive cage? try putting a screw or two from the cdrom drive cage down into the hard drive cage to make it stop jiggling, and try to do the same fomr the bottom of the case up into the hard drive cage.
OR you could buy some 5.25" to 3.5" brackets to mount the ahrd drive and floppy drive into cd rom drive bays and take that cage out altogether.
if the hard drive is vibrating that much, it shouldnt be working at all.
consider this: the read/write head would be the size of the empire state building, and the platter would be the land the building rests on, scaled to a respective size. flip the building upside down and have it hover a few millimeters over the ground. this is how close the r/w head is while over the drive (when scaled down, its only a few nanometers). any heavy vibration originating from the drive, like what you are describing, would cause the head to crash into the platter, permanently damaging the disk. this is why i could swear to you that its NOT the hard drive. if it was, id get it RMAed ASAP.
Get a new case.
