well, i dont think you're getting 10mbps, unless youre Swedish or Japanese
(or paying for a high dollar business line)
is this just what your network adapter is reporting?
    network adapters are 10/100 Ethernet
(unless you get a Gb adapter, then its 10/100/1000)
meaning it is compatible with 10mbps or 100 mbps networks
max line speed it means i guess, but your ISP isnt giving you that,
if they are, i am moving next door to you

i am on high speed cable broadbrand blah blah blah....
and we get 5mbps, which is fast,
but even a 10mbps adapter would handle it i believe,
as the actaul transfer speeds never reach the rated 5mbps
now the adpter is supposed to auto-detect the line i think,
so a reboot would probably clear up its reporting as a 10mbps adapter,
    or maybe a modem reset

    note:
10mbps = 10,000 kbps, so you see that even on a 10mbps adapter,
youre only using a fraction of its speed

Sympatico doesn't offer 10 or 100 mbps speeds. Their Sympatico High Speed Ultra is only 4 mbps.

But I suspect you don't even have that. Probably the 3 mbps High Speed.
