because you don't have to upload the torrent to the tracker for it to work.
you just put the announce url in your torrent and youre done.
EDIT: i use it as a backup tracker in case the main tracker i use goes down

but I might add it works great every time for me.
Yeah, thats thepiratebay tracker. Its very convenient to use because you dont have to register the tracker.
I've also experienced the unconnectableness of it... I think its mainly because of the large load on it. Hit Manual Connect every minute or so and you'll eventually connect (don't jam the button or you'll get banned for hammering the server).
another great "tracker" to add is the 3 bthub redirectors
