im running on an old machine, it has a ati rage pro II card. it runs fairly well for it's age. my question is this. what determines how fast a picture can play on a computer. i've played divx ripped dvd's on it, played well enough, some times i would encounter lag. is it the processor that causes the lag or the video card? i never really knew the culprit, any knowledge is appreciated.

More detail would help here. Give us the specs of the computer.

If you are talking about DivX videos, they aren't decoded by the graphics card at all (at the moment) so any lag is almost certainly caused by lack of cpu performance.

If you were talking about Mpeg files, there's a possibility that your graphics card could decode these, but if you don't have the right codecs it won't even get the chance in which case it is down to cpu performance again. You can get round that with the right hardware codecs (if your hardware supports mpeg decoding).

i was looking at 9800s and x800s on ati.com and they say

    FULLSTREAM - real, divx

don't really know what that means but it suggests the graphics card help render divx

Video deblocking - it is a filter that smooths out some of the blocky artifacts introduced by lossy compression. Part of pixel-shader 1.0, so standard that Nvidia don't even bother to mention it as a feature.
