    If you go to corel.com you'll see that PSP9 is still being offeed as a trial only.
    No mention about a free offer

    It's the trial version.

    This evaluation version of Paint Shop Pro 9 has a 60-day evaluation period, after which you must purchase a licensed copy of the program or remove the trial version from your system.
    2 months free trial is still damn good though - and you don't have to give Corel all your identity details to download it, like you have to at their website.
