Peerguardian 1.95b Blocklist Patch 1.3.1

Fixes in this version:
-Made the blocklist go with version 1.95b
-Deleted couple of ips
-Added couple of ips
-Fixed the RIAA ip range. Thanks to Switeck ;D
-Added the .Dat file that can be imported to Sygate Personal Firewall
-Removed the installer.

Supported Firewalls:
PeerGuardian 1.95b(2.0?) and Sygate Personal Firewall
