V1.5 dimms have Winbond UTT chips.
V3.1 dimms have Samsung TCCD chips.
UTT simply means they aren't speed rated by the chip maker, that's left to the dimm supplier.
The revision number should make little difference, if the ram is ok it should still work to some extent even if it reduces your performance. The fact that it does not work at all suggests that the stick is faulty - time to RMA it.
