How much should i pay to develop a website

How much should i pay someone to develop a simple website. All that person has to do is: design the website, populate the content, link the pages together...etc. There isn't any programming to do, just a simple content based website.

I know u will say: '.. well, it depends how big the site is'

Well, lets say a has person to develop 20 pages. How much should I pay him to develop 20 pages???

and please dont say that u will do it for $10.
