Select the person who is not sharing then press the Alt key, while holding it down press the F4 key. That will stop them downloading from you.

Is it possible the user has downloaded the privacy control, making it seem as though s/he is not sharing?
Yes. Although I think the privacy patch is largely only used by members of this forum. K++ is still a small fish in a big pond.
