Teoreticly speaking all country's are against bittorrenting. I'm not talking about 3rd world country's where they don't have electricity they have other priority's .
For example where I leave ( Romania ) is pretty much okay for you to use is, not that ISP incurages you to use but they don't have anything against.
Trackers are legal everywhere? But to download copyrighted material is illegal everywhere?
Third world country still allow it.. but speed sucks.. try iraq, iran, afganistan, african countries..
it's true that third world country's haven't got such a strict policy against torrenting
I have not heard any country which bans bittorrent trackers. Trackers can be used for constructive purposes as well. I know lots of people who download every popular linux ISO out there every month. How can anyone disallow this?

afaik leaseweb is number 1 cuz they dont care what you are doing and supporting great.
server.lu ? if i am not wrong when i looking for a seedbox,i saw there was a caution at server.lu about we dont allow torrenting,pR0n and baggy ftp trafic...
some ppl just was saying Malaysia and some tracker didnt back up regularly and when their server shut down,return to 2 months old back up
