it seems to be spyware/ toolbar thing ,
read this
http://www.liutilities.com/products/wintas...library/istsvc/
suggest you use spybot and see if it picks anything up
Spyware Alert – ISTSVC.EXE
ISTSVC.EXE installs with ISTbar by Integrated Search Technologies, CDT Inc. This Internet Explorer add-in is actually spyware. It is classified as a homepage and search page hijacker. This means that it modifies your homepage and substitutes its own search results when performing webs searches. ISTbar may also install other parasites including TinyBar, ToolbarCrash, SearchbarCrash, RapidBlaster and Download Plus.
If you don't recall downloading ISTbar, it may have found it's way on your system by using an ActiveX control to silently install on your system by simply visiting a website. This is most common with adult content websites.
We would strongly recommend removing these programs.

look imho , spybot is the best ,
but with all spyware removers , sometimes the removal of the spyware may make programs assioated with it not work
to aviod this remove the program first b4 removing any spyware , usualy things like tool bars ect screw up your ie , so go to add / remove programs first and remove them first
