    By dvd player I assume you mean hooked to your TV not your computer. You will need a TV capable of recieving a PAL signal regardless of whether your dvd player will play it or not, unless you have a dvd player which can read a PAL disc and output in NTSC.

    PAL is not a signal. Televisions display digital or analog signals, which are sent to it via a tuner or player. The player is the only peripheral that has anything to do with the PAL region code. If your player will read it, it will send it to the TV.
    Simple as that.

    there is some programs that make the pal work even in ntsc dvd player
    i will try to remember this kind of programs
