I don't know if O'Malley made a positive impact. Even though Baltimore is just 30 miles away, I don't keep up with their politics, murder rate, education system, etc.
I go to Baltimore for:
The aquarium
The harbor
The zoo
The drive-in movie theater
The flea market
....and that is all.
