can i dl things from the net in my hard disk by using seedbox or dedibox at their speed (like 30mbps to 100 mbps)?

it depends. you can only dl stuff from the seedbox to your home PC as fast as your ISP allows you. so, for example, if you have a MAX download speed of 3Mbit at home, you won't download at 1MB/s from the seedbox (but only around 300-330kB/s).

all things seedboxes + prices here. just stay away from 98% of ALL .us providers except for SoftLayer and maybe even LayeredTech (got busted before, could definitely happen again... .eu, stay away from NetDirekt and Exportal.pl).
