Could be.Like I said, I haven't played Bloodmoon (or Tribunal, for that matter) yet, but I know how they start. The Tribunal quests begin with assassins, and the Bloodmoon is much more subtle, starting with a rumour. It'll likely be the very first thing an NPC'll say to you if you hit "latest rumours," because of the way the devs set it up in the dialouge tree. And I bet you didn't care about that last bit.

and the germans are still like "omg ph34r n00bz"
the russians fall back, all the way to moscow
and then they all begin h4xing, which brings on the russian winter
