Any hardware store carries power plugs, the end that plugs into the wall not the pc.

That's what I was going to recomend, much easier than splicing.
Just cut the cord shorter and stick a new end on it.

Most power cords have the plugs moulded straight onto the cable these days, so you've no choice but to cut them off.

Obviously any which can be dismantled can simply be removed and re-attached to the shortened cable.
