If you only want to resize, i would say:

Irfanview

or

A Smaller Image

Jeez, using Photoshop to resize pictures. Other things work just as well.

in the file menu, choose 'save for web' - thats the easiest way, mess around with the quality settings, for .gif's - amount of colours etc

and for .gif's ulead gif animator is pretty good
