Are you talking about air cooled, water cooled, cooling cpu, case, graphics card, mobo?
A bit more detail of what you actually want might help.

system cooler which make all system cool

I don't think that you are going to find one kit that handles all the different aspects of cooling.
Here's a link to Peltier cooling sites.

So does this mean that your primary interest is with H2O cooling?
I was quite interested in that for a while but I now think that the disadvantages outweigh the advantages....
Edit: Using the example that you have posted for instance...
The system you have shown has two big problems that I see right away.
1).The way the coolant lines are routed, you are using water already preheated by the CPU block to try and cool the Video card block.
2).The radiator is right under the PSU, creating a real hot spot in an area of the case that is difficult to cool.
If your radiator is going to be enclosed within the case then you need better airflow to dissipate the heat. Bigger fans=higher airflow=more noise.
The water pump makes noise/vibration.
Where do you fill/replenish the water supply?
Working on/modifying your machine will be much more difficult...you can't just flop it over on it's side anymore.
I could go on, but I think you get my drift. Water cooling adds alot of complexity and danger ( face it...you have WATER inside your case! and the benefits are not all that spectacular.
