I have a 56k modem connection I am downloading Vice City from a seed I get disconnected every 4 hours, in one connection I downloaded 80 mb. But now I dial up and start to try the download again I pick the partial to resume and now the downloads start from 0mb again.
Any ideas.

u have to save the file again in the SAME location you saved the download last time...
if its not working, then maybe there's something wrong with ur BT installation...
do you use a torrent manager?
if you dont, i recommend burst rc5
its pretty good and simple

say what? what u mean? you NEED bittorrent lol..at least if u wanna use the progs we mentioned.... BT is a protocol

I have no problem at all with the basic BT client. I works just like any other download with IE. In order to resume, you have to choose the same directory - make sure you don't go one level to deep and actually select the partial file. Then when your download begins, it might look like it's starting from zero while it checks your current progress, but this should only take a few seconds. After that it should resume where it left off.
