This is stupid. So your driving along at like 250kph and then all of a sudden, your mobile starts beeping. You pick it up and while being distracted reading the the txt on your phone, you crash into another car killing you and the person in the other car just because you wanted to drive fast and avoid a ticket.

The technique is to have your phone somewhere within earshot in the car (doesn't have to be out of reach but it might be safer). When you hear the message alert, you don't answer it - You just slow the f*** down to acceptable limits.

To answer a message at above motorway speeds is bloody stupid and almost suicidial
