Do you have a FTP Client which resumes broken downloads?
I have only WS_FTP LE ~ ah, sorry for the breaking of connection, but there
were shortly more than 9 users at once and I have several outgoing connections...
I've limited it now to 5 max. Users if that is ok...

i am using turbo ftp at the moment and still looking for a crack but it works fine and resumes broken downloads and no thats ok with the ip- its better not to show it openly

Speeds are low, >4KB/s. Why don't you use a hosting site? Your ISP doesn't give you webspace?
