i recently reinstalled windows xp and now i keep getting these pop ups directly to my desktop in windows format telling me how to get rid of them by paying money for some progra, any ideas how i can just kill these bastards? thanks

Unfortunately what your the victim of isnt something you've probably installed on your own. To get the messenger service pop-ups you've been getting , you must have been connected to the internet each time right? This is a form of spam you've been getting and it is much like the mass emails people get about "quick weight loss" or "free viagra".
This is a relatively new form of spam because of the new commercially available program called DirectAdvertiser and Wonderpopup.
To disable the messenger service on your computer follow these steps:
Windows 2000:
Click: Start/Settings/Control Panel
Open: Administrative Tools
Open: Services
Open: 'Messenger' Service
Click: Stop button
Change 'Startup Type' to DISABLE
Click OK to close everything
Windows XP:
Right-click: 'My Computer' icon and select 'Manager'
Open: Services and Applications
Open: Services
Open: 'Messenger' Service
Click: Stop button
Change 'Startup Type' to DISABLE
Click OK to close everything
