(Based on the solos/leads they play, not counting how fast a person can tremelo pick, I'm talking either sweeping or 3 notes per string kinda thing, you know, actually shredding not fake shredding.)
Note: Other than Michael Amott and Jeff Loomis, I'm not a fan of the other artists listed here, I've heard A LOT of their work but I'm not a fan of them. This list is about as unbiased as it's going to get.
5) Jeff Loomis of Nevermore, he's not as good as Rusty Cooley, but if there was ever an award for "2nd best sweep picking/shredder", he would get it. His sweeps are fucking fast and beautiful, and the only person I've heard that can beat him in sweeping is Rusty Cooley and maybe, just maybe Jason Becker.

4) John Petrucci of Dream Theater, super fast, pretty clean, def. untouchable in most areas.

3) Michael and Chris Amott of Arch Enemy, listen to the solo from "Vultures" (it's the 2nd main solo after Chris' solo), that's fucking fast man and its not a simple scale either, while most of the "fastest" guitarists just play scales, Michael Amott makes things pretty intricate and tricky, finger positions are as fucked up as Malmsteen's were. And yes, he can outplay #'s 4 and 5. Chris Ammot is also a shredding bastard, he's not the "fast" player in the band but he sure can play fast when he wants to (he just doesn't like playing fast I guess), Nemesis will always be the song that outshone most songs in the metal scene. The solos from Nemesis are a hell of a lot faster than what most guitarist can even fathom let alone play, to the original poster: Herman Li has got nothing on the Amott Brothers.

2) Rusty Cooley. God damn, look him up on youtube or download some of his stuff from Outworld. He can play circles around anyone, and I truly believe that he can easily outplay Malmsteen. The only problem is every single solo he plays sounds almost the same (his leads have variation, but solos, not so much). Yes, its ludicriously fast and it doesn't involve tremelo picking the same note, but its so fast that sometimes it sounds like a "slur" and seems that not much thought was put into it, he doesn't play from the heart and there is no emotion in his fast solos, but he can shred to kill.

1) Malmsteen tied Jason Becker, there's really no need to explain anything about this guy, Malmsteen is a fucking legend and he might be over rated but god damn he reinvented shred guitar in the 80's. Fast as fuck. Becker is also a great guitarist whom I have tremendous respect for, its such a shame that he was diagnosed with that disease, if he were capable of playing today he'd be this generation's Malmsteen.
