sm2 - the answer is lack of available sources. While you may show a lot of sources on searching there upload slots must be full when it comes to you trying to download from them. Keep jumping supernodes to try new sources.

hi Cyril, thx for your help.
what you meant "Keep jumping supernodes to try new sources."?
I tried new SuperNode but it didnt help.
I have strong feeling that my ISP does something to prevent kmd!
What I have to do?

If you suspect it is your ISP then ring them and ask. They can't do anything about you asking the question, and you don't need to tell them who you are. If changing supernodes does not work, and problem is ongoing, and you have tried other suggestions on this board then you might want to try using a different version and see if that helps.
