Out of order
To the best of my knowledge, command.com is a system file that shouldn't be messed with.

DOS contains internal commands, which are built into the operating system, and external commands, which must be executed from a file. Basic commands are generally internal and more advanced commands are usually external. External commands are stored on disk for future use. Internal commands are located in the COMMAND.COM program, and are loaded into memory during the boot up process.
Why would you want to make changes to command.com?
