Do your essay as prescribed by your school. If you are taught to put word counts, conclusions, bibliography etc then do it. Dont drop marks that may be available.

Back in the days of slate and chalk when i was at school the rule for essays was:
Tell them what you are going to tell them
Tell them
Tell them what you told them
So i would say that a summary should always go at the end.
