I do not thnk that you need it - in hindsight. If the file is alreaddy encoded to Mpeg-2 than nero will burn it without the plugin (i think) You just have to select SVCD instead of VCD. Depending on the version of nero that you are using you should be able to select SVCD w/o the plugin.

By the way as stated by chalkmongoose nero is the best for burning them after they are encoded which it seems that your files are.
