The FIFA rankings are kind of a joke, you can become one of the highest ranked teams just by beating Canada and Cuba lots. Another important factor in how the games of the group stages are arranged is that FIFA likes to keep teams from the same continent relatively apart, so when the draw was made they had a complicated system set up so that two African teams weren't in the same group (for instance) and likewise with other continents. As Europe dominates soccer (we have about 14 teams out of 32 at this World Cup) they set it up so at maximum only two European teams could be in the same group.
